Corruption: I suspect ICPC as an accomplice over what is going on in Yola Upper Benue-Idris

Upper Benue River Basin Development Authority (UBRBDA) in Yola has been embroiled in corruption scandals in recent times as petitions has fingered the Managing Director, Engr Halilu Abubakar Mu’azu and Independent Corrupt Practices and Other Related Offences Commission (ICPC) as major accomplices.

A concerned Nigerian, Abubakar Idris told TGNEWS that ICPC is playing to the gallery the petition send to their Abuja and Yola offices of the many corruption activities going on in the federal government agency accusing the managing director.

Idris said he is reliably informed on how the supposed corruption fighting organization are been given contracts running to millions of Naira by the Managing Director who is suppose to retire since last year.

He said no wonder the anti graft agency is sitting on the fence and giving lip services to the many petitions send to their offices for over one year without acting on it.

“Concerned Nigeria send a petition containing thirty nine complains against the Managing Director of UBRBDA, Engr Halilu ranging from abuse of office and sundry frauds but keeping mute without saying anything.

” I see the agency as accomplice to the corruption going on in the upper Benue in Yola. ICPC is never what a common man can rely on for justice, for how long shall we continue this way in this country?

“Petitioners have queried, time without number how the Managing Director who surreptitiously refuse to retire devising one means or the other, all illegitimate, will hold forte in the authority without holding management meetings as enshrined in the laws guiding the parastatal but yet hg down the drain in the name of Numan Irrigation Projectis disregard for due process and flagrant abuse of extant procedures set him aside as one who excels in rubbishing the anti corruption posture of this government.

“Without necessarily over gloating the allegations which are verifiable especially if a genuine investigation will be conducted, mention must be made on how annual budgets are done without recourse to departmental needs and usually in an exclusionary manner. Aside nepotic tendencies displayed in his employment and appointment procedures (2007 recruitment as a case in hand), fraudulent award of contracts are his hall mark. It was also observed by the staff that when the ICPC are seriously investigating him, some key officers were also awarded contracts which made the investigation fizzle out as they were themselves compromised. With over a hundred million naira going down the drain in the name of Numan Irrigation Project which featured in 2017, 2018 and 2019 budgets, how can the normal checks and balances of the government not detect that even without a whistle blower? We call on the relevant authority to beam its searchlight on the award of contracts worth 1.6 billion naira in 2019 before advertising the jobs. The era of impunity seen like never before saw the disposal of government properties at will and without recourse to laws guiding the authority. Other areas requiring investigation include but not limited to, Gerio Irrigation Project, Waya Dam, Kiri Irrigation Project, Dukku Erosion control Project, Songhai Farm projects, Ledde Zenge dam Gubio dam etc. What are the ties of the Managing Director with Hydro source Limited who siphons moneys for him through bogey contracts?

“It is time to show evidently in Nigeria that there are no sacred cows and that the long arm of the law can catch up with any one who is milking the nation dry. It is therefore time to have all anti corruption agencies to beam its searchlights on these matters brought to the fore with the view to saving this country from the hands of people who will stand at nothing to entrench the culture of corruption.” Idris said

He revealed that over billion naira send to the account of the agency by federal government cannot be accounted for as awards and payments of contracts without due process is the order of the day in the organization.

All efforts to reach ICPC official in Yola failed as our correspondent visited their office over three times the security men said no body is in there to attend to him.

The security man further said because of covid 19 there has been skeletal services in the office.
